The doctor is a very amazing character as well as the movie. The concept of superior being wanting to rule all over the universe is quite fantastic. The whole idea of time war and everything concerning it.

In the book named The Wintertime Paradox, the Doctor is shown having numerous conversations with Davros. Davros is the creator of the Daleks.
Daleks are the beings that consider themselves as the most superior beings in the whole universe and Doctor Who will engage them in the time war in the future.
Coming back to the present time in The Wintertime Paradox, Doctor says that his decision to not finish off the Daleks when he had the power to so will eventually lead to a big problem.
He admits this right before the time war starts and this in a way does make him responsible for the war.
Davros supports this in a haughty way by saying that you were the one who harmed them first and his Daleks are so programmed that whenever they are beaten, they respond by beating back harder.
